  General Notes:

He was born in 1780 at Gibraltar during the siege. He became a Colonel and cleared land at Cottage Farm, Quidi Vidi, Newfoundland. Parents - Lt. Col. Thomas Skinner of the Royal Engineers and ? (nee Power) daughter of Barry Power, Esq. William married Ann Williams who died young, and remarried Anne Remmington, daughter of John Remmington Esq. of Barton-end House, Gloucestershire on the 18 June 1807 Horsley, Gloucestershire, England. William died on 26 October 1829 at Woolwich, Kent and was survived by his second wife. He had a vision of the death of his son Willie on his death-bed. The "Royal Gazette" states that news of the death of his son in India reached England about the same time.

William next married Anne REMINGTON, daughter of John REMINGTON and Unknown, on 18 Jun 1807 in Horsley, Gloucestershire, England. (Anne REMINGTON died after 1829.)
