Robert Arthur Graham was born on 15 December 1870 and baptised at Meerut on 2 January 1871. He joined the Indian Civil Service and received the Commander of the Star of India award. On 2 June 1924 the King appointed him to be a member of the Executive Council of the Governor of Madras[20]
