Serdar de Bessarabia = Gouverneur. (from Turkish sardar, ultimately from Persian commander of an army).

Wikipedia: Serdar (Ottoman Turkish: ??????; from Persian "Sardar") was a military rank in the Ottoman Empire and a noble rank in Montenegro and Serbia. Serdars especially served at the borders of Ottoman Empire. They were responsible for security of lands. For example, Yakup Aga who was the father of Barbaros from Yenice. Serdar was also used in the Principality of Montenegro and the Principality of Serbia as an honorary non-noble title below that of vojvoda (For example, Janko Vukotic who was a military leader and former prime minister of Montenegro had the title of serdar).

For reference, Russo-Turkish War: 1806 - 1812 The Treaty of Bucharest between the Ottoman Empire and the Russian Empire , was signed on May 28, 1812 in Bucharest at the end of the Russo-Turkish War, 1806-1812. Under its terms, Bessarabia (the eastern half of Moldavia) was ceded to the Russian Empire , the Prut river becoming the new western Russian border. Also, Russia obtained trading rights on the Danube. The treaty, signed by the Russian commander Mikhail Kutuzov, was ratified by Alexander I of Russia just one day before Napoleon launched his invasion of Russia. Manuc-Bei Mirzaian, a wealthy Armenian who negotiated the peace settlement, also settled in Hancesti where he died accidentaly in 1817. (http://en.wikipedia.org/wiki/Manuc_Bei)
