He was born in 1780 at Gibraltar during the siege. He became a Colonel and cleared land at Cottage Farm, Quidi Vidi, Newfoundland. Parents - Lt. Col. Thomas Skinner of the Royal Engineers and ? (nee Power) daughter of Barry Power, Esq. William married Ann Williams who died young, and remarried Anne Remmington, daughter of John Remmington Esq. of Barton-end House, Gloucestershire on the 18 June 1807 Horsley, Gloucestershire, England. William died on 26 October 1829 at Woolwich, Kent and was survived by his second wife. He had a vision of the death of his son Willie on his death-bed. The "Royal Gazette" states that news of the death of his son in India reached England about the same time. Children of William's first marriage- 4.3.1. Harriet Maria Monier died in infancy 4.3.2. Thomas Bridges Boucher Children of William's second marriage- 4.3.3. Mary Ann William (Willie) fell overboard and was drowned on a voyage to Ceylon in 1829 John was a mid-shipman on the H.M.S. Egeria in 1822 + 6 others
William married Ann WILLIAMS, daughter of George WILLIAMS and Marie MONIER, on 22 Oct 1801 in St. John the Baptist, St. John's, Newfoundland. (Ann WILLIAMS was christened on 20 Dec 1778 in St. John the Baptist, St. John's, Newfoundland and died about 1806.)
